The Government of the Russian Federation has approved the Concept of integrating drones into the unified airspace of the Russian Federation. The corresponding resolution was signed by Prime Minister Mikhail Mishustin.

The concept provides for the phased integration of drones by 2030. In particular, the organizational period will last until 2023, during which measures will be developed to simplify procedures and remove restrictions for flights of unmanned aerial vehicles (UAVs). Also at this stage, special services for electronic registration and accounting of UAVs will be introduced, rules for the preparation and execution of such flights will be established.

At the second stage - until 2027 - it is planned to develop and implement new technologies to ensure the safety of UAV flights, create the necessary communication infrastructure, navigation and surveillance systems. Legislative work will be carried out in parallel. For example, technical requirements for new systems and equipment that will ensure flight safety will be approved, the procedure for using airspace during joint flights of unmanned and pilot vessels will be adopted. At the same stage, their trial flights will begin in a single airspace.

At the third stage, by 2030, it is planned to complete the creation of technical infrastructure to ensure the safety of UAV flights, introduce digital technologies in terms of flight control of unmanned and manned aircraft in a single space, and adopt regulatory legal acts that will regulate this area.
