The Federal Antimonopoly Service proposes to create a mechanism that will allow equalizing the volumes of gas sales under exchange and over-the-counter contracts. This is necessary for the formation of representative price indicators on the stock exchange, the FAS said in a statement.

The Antimonopoly Service also suggests separating the concluded exchange contracts into addressable and non-addressable ones. Now, when selling Gazprom's gas on the stock exchange, they are not allocated. At the same time, targeted transactions cannot be used to determine the market price.

As an indicator for determining parity, the FAS suggests using the volume of sales at exchange auctions only under non-address contracts. They are concluded on the basis of applications addressed to an unlimited number of market participants.

The next proposal is to extend the criteria of regularity and uniformity to the order of Gazprom's gas sales on the stock exchange.

Earlier, the antimonopoly service proposed to establish sales standards for Gazprom (at least 10%) and independent producers (at the initial stage at least 3%, then also at least 10%).
