In 2023, the Ministry of Agriculture will complete the first stage of creating an information and analytical system of tribal resources

The Government of the Russian Federation has supported the draft amendments to the Federal Law "On Livestock Breeding", providing for the creation of a federal state system of breeding resources in animal husbandry (FGIAS PR). The document is aimed at using modern breeding methods, optimizing processes related to services in the field of livestock breeding, as well as improving the efficiency of state support for the development of its own competitive base of genetic resources. 

In particular, the launch of the system will ensure the registration of breeding animals and herds, keep records of breeding farms, issued permits for the import of breeding products, as well as analyze and process the submitted information. The objects of registration in dairy and meat cattle breeding, sheep breeding, pig breeding, goat breeding, horse breeding, reindeer breeding, animal husbandry, camel breeding and yak breeding will be breeding animals, and in other sub–sectors - breeding herds. 

The system will be created by the Ministry of Agriculture of Russia in two stages. The first one will be completed this year. In particular, it is planned to develop a model of the system and register breeding animals of three species from four regions of the country. The second stage is planned for 2024-2026, it includes the registration of 13 species of breeding animals from 85 subjects.

From March 1, 2026, breeding certificates for animals and permits for the import of breeding products will be provided in the form of an extract from the FGIAS PR free of charge. 

The bill is planned to be submitted to the State Duma of the Russian Federation by the end of March this year.
