The volume of communication services provided to enterprises of all types of activities in December 2022 increased by 6% compared to December 2021, and compared to November 2022 — by 15.3%, amounting to 233 billion rubles. In total, in 2022, the volume of communication services amounted to 2.376 trillion rubles, which is 2.8% higher than the result of 2021. The volume of paid communication services to the population in 2022 decreased by 4.4% to 1.461 trillion rubles. Tariffs for communication services in Russia for December 2022 increased by 5.9% compared to the same period in 2021, and against November 2022 — by 0.9%. In total, tariffs increased by 6.7% in 2022 compared to a year earlier. 

Russian telecom operators installed 60% fewer base stations in 2022 than in 2021, when about 82 thousand objects were installed, the analytical agency Telecom Daily estimated. According to the MegaBitus service, the transmission speed in mobile data networks in 2022 dropped from an average of 24 MB/s to 22 MB/s. In addition, there is a shortage of frequencies for mobile Internet in Russia. Due to problems with the range for LTE and the termination of supplies of network equipment to the Russian Federation, Internet speed will continue to fall, experts warn.

In February, the Bank of Russia returned to the idea of legislatively regulating the exchange of information between banks and telecom operators. In particular, the issue will concern cases of changing SIM cards, mobile devices and other technical information. It is planned to consolidate data exchange through the Unified Information System for Verifying information about subscribers of telecom Operators (UIS PSA), which is supervised by Roskomnadzor. The regulator informed the media that it is currently working on the preparation of the bill for consideration in the second reading. It is assumed that the new system will help fight fraudsters who use unregistered SIM cards when making bank transactions or obtaining loans. 

After breaking the trend towards the formation of ecosystems, operators switched from client and entertainment services to the production of equipment, both necessary for the companies themselves and their contractors to work. So, MTS in 2023 will begin production in the Russian Federation of a touch multimedia system with navigation for cars. Previously, such devices were produced by Yandex, but stopped selling them. Systems from MTS are already being tested by Sollers and Motorinvest, and in the latter they even talk about their serial use. 

The Ministry of Finance has excluded funds in the amount of 22 billion rubles, which were planned to be spent on the development of the Russian mobile OS Aurora in the next two years, from its digital transformation program. The funds were intended to subsidize the development of applications for the OS and the adaptation of mobile devices to it, but the government decided that this was impractical. The authorities expect to launch a new Android-based mobile OS in Russia, and use Aurora in the public sector. Thus, Rostelecom, which now owns Aurora, will develop it at its own expense.
